i cannot change my usb disable registry code.

I have disabled USB storage usage by editing Registry key under USBSTOR and making the value from 3 to 4.Once I made it to 4, after restarting, the same setting works and USB is Disabled But after this, the value cannot be change and i cannot access my USB storage device.Kindly help.
