DLL get blocked after downloading from internet on customer site but not locally where we build it due to CAS policy. Unable to figure out what Group

Hi TeamWe recently provided a solution to customer that packages into zip and is available on organization extranet site. When customer download and run application, it throws error failing to load assembly due to CAS. But when we try to download from same location inhourse, we dont see any error. We understand how CAS policy issue can be solved but our intention is how to recreate environment of customer , if someone can help what policy of windows or settings on windows can help us create it. We see one dll shows unblock in properties when we right click. Once we unblock, it works. But still
