Latest Update didn't apply and broke Windows Update and made Shutting Down/Restarting/Starting incredibly slow

I tried to install the latest update by choosing "Update and Restart" in the power menu. My PC then just restarted without updating anything and started to behave weird.Now every time I click "Shutdown" or "Restart" it takes a solid minute or two until my PC actually starts shutting down or restarting (displaying the windows logo with the loading circle). Additionally after starting it also takes a minute or two until the taskbar is fully working, displays everything (Ethernet and Audio Icons are missing and not clickable).However the shutdown and start process itself work normally (from Off t
