Can't install drivers, update Windows, run sfc scannow or DISM command.

Hi, I'm having several issues right now. When I try to install drivers, I always get the message"one of the installers for this device cannot perform the installation this time."This happened for my amd graphics driver and for apple software. On the AMD software installer I get the error code 1603 and also error 2148467270.If I try to update windows, I get the error code 0x800703e6.I ran the command "DISM.exe /Online /Cleanup-image /Restorehealth", but I get the following error:Error: 998Invalid access to memory location.When I enter "sfc/scannow" I get the following:Windows Resource Protectio
