I recently did an in-place upgrade to my Windows 10 because I was having an issue with windows image being corrupted. The in-place upgrade finished without any errors and resolved the issues I was having, however I encountered a new issue where I can't run any shortcuts as admin, and can't run most of the options in the Start Context Menu, like PowerShell, Device Manager, Task Manager, Computer Management, and Disk Management.However, when trying to run the program as admin from the installed location (the executable itself and not the shortcut), it will run fine!
