The Bluetooth volume of my windows 10 is capped. I vaguely remember something reading about it in 1-2 years ago on reddit or some other site that has instructions to limit volume in headphone to protect ears. It's okay for headphone but when I connect Bluetooth speaker volume like in headphone. I had tried everything from reinstalling drivers, uninstalling all sound related softwares but I didn't find other than realtek, turning on absolute volume in windows registry, no matter if keep volume full in all settings, it's same barely able to hear in speakers.
