Why is kb5001716 update showing up in control panel and under apps in settings?

I’ve never had a windows update show up in control panel / the apps section of settings before. But kb5001716 seems to do just that. I didn’t find a lot about this online why this one is treated so differently? Perhaps someone can enlighten me on this issue.Thanks!
