Stutters, believed to be a gpu issue radeon 7900 xt

So I've had my computer for a while, built it about 6 months ago, and for some reason I get these random stutters occurring, my audio crackles and video freezes for a second, only when playing games, lightweight things don't cause it. The issue is usually fixed for one launch if I start it, get the stutters, I restart my pc and its gone until I turn it back on. My specs are a radeon 7900 xt; i7-13700kf; Corsair RMX Series (2021); RM1000x,; Crucial P5 Plus 1TB PCIe Gen4 3D NAND NVMe M.2 Gaming SSD (C Drive); Silicon Power DDR4 32GB (16GBx2); be quiet! Dark Rock Pro 4 for adequate cpu cooling;
