HELP! My computer is stuck on the login screen and I can’t boot into safe mode

Today when I tried to log in to my laptop (hp elitebook 840 g2) I would type in my password, and it shows a black screen for a few seconds and sends me back to the lock screen. I tried booting into safe mode, i can get into the troubleshoot menu, I click restart on startup settings, but it skips the startup setting menu and just boots right to the Lock Screen.
