How do I get rid of new Photos app and keep only Photos Legacy?

I'm not a fan of the new Photos app that was forced on everyone and downloaded Photos Legacy. But every time I plug my phone in to charge, or boot my my machine, Photos app launches and tries to download pictures from my phone or OneDrive. It fails, because I've disabled all that. But it still launches to show it failed. And it appears uninstalling Photos also uninstalls Photos Legacy. Can I remove Photos while keeping Photos Legacy (the ideal solution)? Alternatively, can I block Photos from every launching (second best solution)?
