How can I resolve my keyboards not functioning problems. both external and onscreen keyboards are not working

Recently my Laptop has been misbehaving. when I double-click on a folder or files, it opens the properties window, also the keyboard also stopped working. at times it comes and goes off again. I used an external keyboard but still the same. I used the onscreen keyboard too but didn't work either. I reinstalled the windows the see if the problem would be fixed but still the same. Please help me resolve the issue if possible. I am using Windows 10
