My HP Office jet 6978 is only printing one color. Blue.

I have run the print head cleaning function at least 4 times to no avail. All brand new cartridges. I haven't used the printer in a while because it was out of color ink. There is a bunch of ink on the right side under where the cartridges sit when not in use but I don't know how to clean it or even if it would help. Seems to be black when I dab it with paper towel.
