Can I create an intermediary page/agreement that must be signed before my link is viewed?

On Onedrive, I have an Excel file with a list of people who will access the file to sign up for positions they want to have. Before they can access the signup sheet via the shareable link, I want them to sign an agreement that they understand the rules and regulations that govern their duties in those positions. Is there any way to have an intermediary page (a one-page document) so that they can only access the Excel file and thus sign up for a position if they sign that they agree to the rules?
