Old game won't launch

I'm trying to play Harry Potter and the Sorcerer's Stone on Windows 10. I changed the compatibility mode to the recommended settings (Windows XP Server Pack 3) and selected Run As Administrator, but it just says "Do you want to allow this application to make changes to your device?" And when I click "yes" nothing happens.
