Latest Windows 10 update (Q4 2023) appears to be 'stuck'

My laptop is in the process of automatically applying the latest 2023 Windows 10 update to my Windows 10 machine. The display shows a blue screen with circular spinning balls that says it's currently at 6% (don't turn off the power, this could take a while). But it's been this way for over 6 hours! Is that normal for this latest update? If not, what can I do to regain control of my machine and have it try again?
