why some windows features does not working for my?

hi recently I changed my old C drive with a new SSD but now I have some couple problems with some windows features like clipboard and snip & sketch and my old game don't even run. What can I do for this problem?when I am running my games, this error shows up:ACC.exe - System Error The code execution cannot proceed because. XD3DCOMPILER_43.dll was not found. Reinstalling the program may fix this problem.
