Can't download the windows 10 iso file

Hello,When I try to download the windows 10 iso with the language "English International" from the website it denies it by saying:"We are unable to complete your request at this time. Some users, entities and locations are banned from using this service."I am using the Eduroam internet provided by my university and don't know what I should exactly be doing. Can anybody help? Thanks.
