Windows Surface won’t load the log-in screen or respond but the cursor moves. How to force a restart or load?

Opened my computer after a week or two of not using it and it’s just a dull green screen with no text, and the cursor is the blue loading circle icon. Holding the power button makes the screen go black briefly but it just pops back to the same green while the button is still being held instead of shutting off. Not sure how to proceed here, it’s been unchanged for 15 minutes.
