Why Windows 10 User does not have right to be Windows 11 User in some Features?

We request to Microsoft to give major update for some apps in Windows 10, like Snipping Tool, Notepad, Media Player, etc. For some reason only Edge, security or other minor updates got their attention.#SilentIsGold
