App & Browser Control Error

Good evening,I am having issues with my window security, app & browser control. I am unable to resolve the issues to open and fix it. There is a error or some kind of block where I don't have access to it. Please let me know what I can do to resolve this problem. I appreciate all the help I can get so I can continue my school work.
