How do I set my touch screen keyboard layout by default via registry on windows 10?

I know that the user can manually change the layout once you open the touch screen, but I am looking to enable it by default.For some reason, I cannot upload a screenshot to show what I mean. By default, if you open up the touch screen keyboard on a new user, it will default to a keyboard layout with no numbers on top row, no esc, no fn, no tab, etc. There is a layout with all of these keys enabled and this is the desired default layout I want to enable.Preferably, we want to do this on the "new keyboard experience" and not the "old experience". If anyone knows the registry parameters for this
