Device activation required

Hello We are moving to the Self-Deploying mode within Azure AD so we can build the laptop, hand to the user and then leave the rest to work in the background. However when the users are logging into the devices for the 1st time they are being prompted to activate Windows, we as admins have to log in with our own profiles then troubleshoot the Windows activation for the licence to kick in. This error appears before hitting the troubleshoot icon - 0x8007232bI have found the following in event logs on a test PC and not sure if relevant but they have not appeared since I have activated the device.
