Site A PDC has different time zone then site B RODC & site B windows 10 computers time zone show incorrectly

Dear All, I have a question would like to ask as we recently facing incorrect time zone issue on windows 10 computers, as our region DC is running RODC as headquarter from euro hosting the DC with fsmo within the same forest, having checked on the computer having incorrect time zone issue by using "w32tm /query /source" its show the local DC ip address correctly, just wonder is the issue on the PDC side from euro causes incorrect timezone problem ? any help would be appreicated Keith

Bios Time and Windows Time Clock can't by Syncronized. Any adjustment to either one shows a difference of 5 hours in the other.
