can't access startup screen. Goes straight to region screen. mouse and keyboard don't work

I did a reinstall and up grade from a disk. When my computer restarted I ciuldn't access start up menu. it went straight to the blue screen asking about the region ect. I can select anything because no mouse or keyboard control.
