Facebook Messenger taskbar icon keeps getting shut off in settings

Before answering, please take note this is NOT a question about notifications or pinning Messenger to the taskbar. I want my IM icons in the notification overflow taskbar menu to stay visible in the notification area of the taskbar at all times. I set all the icons I want to always display in settings, yet Messenger icon switch in Windows 10 settings keeps getting turned off for no apparent reason. Why?
