Ok so for a while now I have been having this problem I have been trying very hard to fix it but have been unsuccessful. So it starts when I restart my computer I get a black screen with a cursor and when I click Ctrl Alt Delete and then Task Manager nothing comes up luckily after a while it will convert to normal but then when I try and open certain apps It gives me this message. : Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item. I am a administrator on the laptop and so when I go to do the security thing in the proper
