For Windows Server OS 2019 does KB5039705 the Out-of-Band contain all the Security Patches from KB5037765?

I have seen a couple of articles that say you need to install the out-of-band for May 2024 on Server OS 2019. After you install that you must reboot and install KB5037765 because the out-of-band doesn't contain the security updates. Microsoft's website says that KB5039705 DOES NOT contain additional updates from KB5037765. However, it isn't clear if you need to install both. I have installed the OOB update on several 2019 Servers and then trying to run the KB5037765 after reboot gives me an error saying that "The update is not applicable to your computer".
