I can not upgrade my one drive account as I do not live in the states and I do not have an adress there but it won't let me change country

Bought a new laptop and need to upgrade One Drive in order to use my back up. It won't let me upgrade since I don't live in the states but the payment method is automatically set for states. I am however in the cayman islands
