Unable to download Windows 11 24H2 build from the UK

Does anyone know why I am being blocked from downloading the latest release preview ISO, despite being in the UK with no VPN or anything? It happens with any build or product language, yet the download via Windows Update goes fine."Refer to message code 715-123130 and 7319e8fe-0605-4e59-86dc-813bc0a2f3a4."
