some applications stuck at loading screen (deatils in body text)

i recently noticed that some apps are just stuck on the loading screen, i went into eventviewer and saw KERNELBASE.dll was causing the issue with the error code 0xe06d7363i tried reinstalling windows while choosing the keep all my files and applications option but it didn't work, i also tried replacing it with a version i found online but since it's in system 32 it said i don't have permission to do thatmy guess is that kernelbase.dll got corrupted somehow
