Folder encryption

I was attempting to encrypt a folder in My Docs to secure password files on
my PC and I am getting an error

"Recovery policy configured for ths system contains invalid recovery
certificate."

How can I resolve this issue?

If the machine is a member of a domain talk to the admins
of the domain. If it is not, then you need to set up a new
valid data recovery agent. You can use the cipher utility
to issue a data recovery cert/key pair.
What is the OS version?
