New external drive (seagate) seen by 'safely remove..' but not file explorer.

Hi,Would be most appreciative if someone could tell me WIGO here.As you can see it is recognised in 'safely remove (bottom right), but not listed in windows explorer.I dont know where to start troubleshooting in this instance.Secondly a generic question. Do all usb 3.0 hubs need to be powered (as well as the link to a usb3 port)?I have one that seems to saying yes...but when connected, makes little difference.Appreciate any guidance.regards
