About as simple as I put it in the title. In games for example I ping the server once every 50000 milliseconds sometimes and when in voice chats once every 5000 milliseconds. Webpages won't load as well. It only happens on this PC and only on this specific user (I have more than one for some family members). I got tech support and they thought they fixed it after they remote-controlled my PC but they didn't and now I can't request tech support again without Microsoft 365. This is a repost again because my last post got abandoned after I received basically 0 help.
