Why Does File Explorer Open to Different Locations from the Taskbar and Start Menu, and How Can I Set It to Always Open Quick Access?

When I open File Explorer from the taskbar, it always goes to the Documents folder. However, if I open it from the Start menu, it goes to Quick Access. I tried repinning File Explorer to the taskbar, but that didn't help. Using the Win+E keyboard shortcut also takes me to Documents.
