If a microsoft account would be banned someday, would that literally forbid them from using Windows?

upon searching about this topic I only really found this from the gaming area from a few years ago.https://answers.microsoft.com/en-us/xbox/forum/all/can-i-create-multiple-ms-accounts-andor-xbox/ab8a44de-95cc-470e-8d7f-3d61be4acd33which says that one cannot create an MS acc to bypass a ban.however, considering Windows 11 literally requires a Microsoft account to set up, would in the case someone's MS account was banned for whatever reason, would that not basically mean that they cannot set up a new windows anymore?
