Should a license be purchased in addition?

We are planning to upgrade our Windows Server 2012 R2 Datacenter to Windows Server 2022 Datacenter.It is given that you can upgrade only 2 version at a time. Fine. But, Will purchasing license of Windows Server 2022 Datacenter be enough for upgrading WS 2012 R2 Datacenter? Will that license gives us a free upgrade to 2019/2016? Then we can proceed. Let me say you that we can't perform clean install as management don't allow it. So we've to choose upgrade option only,This part of additional purchase of license, whether needed or not, I am not getting those details from google.Can anyone help us
