Are RDS CALS provisioned through client server one time payment?

We are a Microsoft Partner and our hosted client wants to purchase RDS Licenses. We normally provision this on their server and we will have to use our Licensing ID to purchase. My question is would our client just need pay one time for this licenses or are they recurring?
