PC not showing anything but light blue dots.

My computer has occasionally started showing blue dots and refusing to show anything else, than after about an hour of it being off, it goes back to normal, so I just played it off as my computer needing a break or something. Recently (about 3 days ago), it did the blue dots, but now it’s not going away. Any ideas of what to do?
