Windows Security Missing...

Hello, for the last month I've been stuck with this problem and tried to solve it using different methods. I've tried EVERYTHING, yet nothing worked for me. I've had a trojan attack in the past resulting to me reinstalling the windows only to find out that I can't use the Windows Security no more. If anyone can help It'll be awesome.
