Can’t get to advanced options by pressing f8 cause I have blue screen and f8 only lets me start as usual or go to bios

My pc has blue screen it keeps restarting on its own and going straight sad face blue screen restart the thing is there’s usually different error codes now I know doing a system restore would help but I can’t put it in safe more or even get to those options because when I press f8 it gives me two options one to keep starting up as usual and two to go to bios so some please tell me how to fix this or at least how to wipe windows since I can’t get to the option to wipe windows
