No option "family & other users " under accounts ! Cannot delete useless administrator accounts

Once again this administrator bullshi* is in my face ! It comes back thanks to unwanted , uneeded , forced updates !Why am I so upset ?I've read these forums that talk about starting up in safe mode .CANT DO THAT EITHER !CANNOT GET INTO BIOS AT ALL . NONE OF THE METHODS WORK
