Unable to allocate free space in secondary hard disk (size of extent is less than minimum)

Hi, So I have a Seagate 1TB hard disk for my secondary drive to store stuff and it says it has 99 GB unallocated but when I try to create a new volume or extend another partition, I get the size of extent is less than minimum error.
