Windows 10 telling me to sign out and sign in. Where?

For history, I do not keep my files in the cloud. I don’t see the point of keeping my files somewhere I cannot access without internet. Say the internet was down and I wanted to play games to pass the time. I couldn’t do that if my game files were all in the cloud, could I?This morning my Norton advised me there was an iCloud update. I clicked the button like a good girl, the computer gave a spiel about restarting, and then my morning went down the toilet. My background is gone on both desktop and log in screen.
