Does cloud based trusted signing support on premises servers?

What documentation is found is not clear about trusted signing supporting on premises servers. What it does state is "Trusted Signing technology is built to integrate easily into on-premises code signing infrastructure, enabling convenient cloud migration." I'm wondering if it supports on premises servers without enabling cloud migration.
