Users cannot grant permission to other user on a Windows 2016 file server shared folder

In Mar 2022, our domain users can grant permission to other domain users by themselves. However, after a few months around Sep 2022, they no longer can grant permission. Now, due to some reasons, they request to manage the shared folder permission themselves (allow, deny domain user access).May I know have anyway to do this? Thanks a lot for any suggestion.
