GPO is not changing a registry entry during login but if I force it using gpupdate /force, it works.

I created a GPO to update a registry entry, 3 to 0. We have 2 DCs and can see the GPO on both. If I sign in on my local computer, it's working normally and the GPO execute the task during the login but, when I'm trying to sign in into our AVDs (Virtual machine on Azure running Windows 10) it is not executed. I checked the GPOs applied using gpresult /r on MS-DOS and I can see the GPO there, applied to my user but the registry entry is still 3. If I force it using gpupdate /force, it works and the entry changes to 0. Is there anyone to help me troubleshoot this situation, where the GPO is not c
