This problem has been such a plague and a menace and I've gone through many hours and used all the ALWAYS useless "Windows will fix it" tools (they haven't worked since windows xp!), but this random problem continually crops up many different brands of machines: Dell, Lenovo & HP. Removing their network drivers doesn't work. Editing the registry doesn't work. Updating already updated drivers doesn't work. Resetting the network doesn't work.
