Why is Windows 11 volume silent below 5%?

Unfortunately the volume knob on my reference monitor speakers for my PC crackles when I turn it, so I'd rather leave it at about 20% and use the Windows volume control via my particular keyboard shortcuts. It goes up and down in 2% increments rather than 1%, but I don't mind that really. I've found though that if the Windows volume is any lower than 5% then it's completely silent (4%, 3%, 2%, 1% and of course 0%), even though there's still plenty of room for the sound to be quieter without being silent. Obviously 0% should be the same as muting it, but even 1% should be audible, albeit very q
