Why am I unable to right click on my desktop?

Each time I try to right click on my desktop to create a new folder, the screen goes white and then takes a few seconds for it to come back. I cannot even do the shortcut to create a folder. ANYTHING involving a right click is disabled, so what gives? What's going on with my device?
