Microsoft does not install app after clicking install button in microsoft store, greys out and not downloading app

i've done tutorials to fix the problem in ms store, now i cannot install uwp apps, i will use appx apps to install but "App Installer" is stuck installing required frameworks 15 or 16 i forgot, i dont know what im gonna do to fix this
